The Department\u2019s activities are directly aligned with the Registrar\u2019s strategic, operational, and academic planning activities. The Department\u2019s focus is to build and manage VUT\u2019s PQM by facilitating the qualification design and accreditation processes of new qualifications to be included in VUT\u2019s Programme and Qualification Mix (PQM), and by reviewing existing programmes on the institution\u2019s PQM.<\/p><p data-start=\"921\" data-end=\"1434\">In 2022, the Council on Higher Education (CHE) and the South African Qualifications Authority (SAQA) introduced the Integrated Accreditation Process (IAP) of qualifications, which is associated with the approval, accreditation, and registration of qualifications as outlined in the Quality Assurance Framework (QAF). The QAF consists of processes associated with various stages of internal and external approval of quality assurance, including accountability for qualification improvement, planning, and delivery.<\/p><p data-start=\"1436\" data-end=\"1583\">The QAF informs a shift in focus from programme to qualification design and accreditation, aligned with QAF guidelines and criteria, which include:<\/p><ul data-start=\"1584\" data-end=\"2026\"><li data-start=\"1584\" data-end=\"1637\"><p data-start=\"1586\" data-end=\"1637\">Development of Standards, Guidelines and Criteria<\/p><\/li><li data-start=\"1638\" data-end=\"1751\"><p data-start=\"1640\" data-end=\"1751\">Drawing attention to the enhancement of the quality culture and the interconnectedness of quality experiences<\/p><\/li><li data-start=\"1752\" data-end=\"1816\"><p data-start=\"1754\" data-end=\"1816\">A strategic management approach \u2013 Quality, Planning, Funding<\/p><\/li><li data-start=\"1817\" data-end=\"1966\"><p data-start=\"1819\" data-end=\"1966\">Review of qualifications and programmes (addressing proliferation, as well as key niche areas relevant to the institutional identity and context)<\/p><\/li><li data-start=\"1967\" data-end=\"2026\"><p data-start=\"1969\" data-end=\"2026\">Paying attention to your institution\u2019s EQA track record<\/p><\/li><\/ul><p data-start=\"2028\" data-end=\"2641\">Qualification approval, as per the IAP, is strongly shaped by the Higher Education Quality Committee (HEQC) programme accreditation framework and QAF requirements and criteria, as well as other statutory and professional councils\u2019 legislative requirements (CHE, 2021). Internal programme approval and accreditation mechanisms (Advisory Committee, Faculty Board, Academic Planning and Development Committee [APDC], Senate) ensure that all new and existing academic qualifications meet the necessary quality requirements for submission, as per the QAF, to external accreditation, registration, and funding agencies.<\/p><p data-start=\"2643\" data-end=\"3216\">PACD monitors and audits qualification design and reviews according to the Higher Education Qualifications Sub-framework (HEQSF). This process is conducted through collaboration with faculties to ensure that the standards of qualifications meet the requirements and criteria of national higher education agencies, as outlined by the QAF \u2014 such as the Department of Higher Education and Training (DHET), the Council on Higher Education (CHE), the Higher Education Quality Committee (HEQC), the South African Qualifications Authority (SAQA), and external professional bodies.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t<div id=\"e-n-tab-content-2538358712\" role=\"tabpanel\" aria-labelledby=\"e-n-tab-title-2538358712\" data-tab-index=\"2\" style=\"--n-tabs-title-order: 2;\" class=\" elementor-element elementor-element-7ffec2dd e-con-full e-flex e-con e-child\" departments, Heads of Department (HODs), programme coordinators, and\/or programme task teams on the design and review of new qualifications and existing programmes (involving less than 50% changes).<\/p><\/li><li data-start=\"692\" data-end=\"778\"><p data-start=\"694\" data-end=\"778\">Advise faculties on the endorsement of programmes by relevant professional bodies.<\/p><\/li><li data-start=\"779\" data-end=\"865\"><p data-start=\"781\" data-end=\"865\">Develop, implement, and maintain institutional processes for qualification design.<\/p><\/li><li data-start=\"866\" data-end=\"1057\"><p data-start=\"868\" data-end=\"1057\">Facilitate and monitor the internal approval processes for new qualifications and learning programmes, including reviews involving less than 50% changes, for institutional audit purposes.<\/p><\/li><li data-start=\"1058\" data-end=\"1231\"><p data-start=\"1060\" data-end=\"1231\">Process and track submissions of VUT\u2019s HEQSF-aligned new and existing qualifications\/learning programmes through external quality assurance processes via the IAP (DHET).<\/p><\/li><li data-start=\"1232\" data-end=\"1456\"><p data-start=\"1234\" data-end=\"1456\">Ensure accurate data recording and secure archiving of all documents related to the design and accreditation of new and existing programmes, including those with less than 50%
